  • Position Summary:

    The Executive Director is responsible for planning, organizing, directing, coordinating, and evaluating the Illinois Critical Access Hospital Network operations, in accordance with the policies adopted by the Board of Directors. The Executive Director has accountable for all ICAHN contracts and affiliated companies. He/she assures that the overall purpose, as stated in the ICAHN Bylaws, is accomplished.

    The Executive Director is accountable to the ICAHN Board of Directors and responsive to member needs and concerns.

    Quite simply, the mission of our organization is – and always has been – to strengthen critical access and small, rural hospitals through collaboration. Better together, ICAHN and its 59 member hospitals make it their overarching goal to preserve access to rural healthcare while improving the vibrancy and viability of the communities served.

    ICAHN accomplishes this goal by:

    · Ensuring appropriate funding and financial resources

    · Continuing efforts to be a recognized resource on critical access hospitals and rural healthcare in Illinois

    · Promoting efficient use of information technology services for the network and members alike

    · Maintaining and further developing specific-type peer networks, activities, and listservs that promote hospital operational efficiencies and connectivity

    · Offering ongoing educational opportunities and resources

    · Developing and offering projects that are self-sustaining and which add value to the organization and its members

    · Developing and offering shared services that offer value to members

    · Establishing an institute that specializes in rural health population management

    ICAHN is a not-for-profit 501(c)3 corporation established in 2003 and is governed by a nine-member board of directors.

    1. Leads and is responsible for network strategic planning and program development.

    2. Coordinates the day-to-day implementation of the strategic plan and corporation.

    3. Is responsible for program and policy development as well as new service development.

    4. Assesses member needs and develops alternatives that provide flexibility, cost efficiencies and improves quality and access to services.

    5. Develops and maintains communication mechanisms with and between membership hospitals.

    6. Facilitates membership networking opportunities.

    7. Prepares network budget (expected revenue and expenditures of the corporation); provides periodic progress reports, project reports and financial reports to the ICAHN Board.

    8. Is responsible for revenue generation and for network expense management.

    9. Seeks funding opportunities, including grant preparation and submission.

    10. Administers all grants appropriately and meet compliance and financial guidelines.

    11. Oversees human resource functions of the corporation.

    12. Effectively oversees and coordinates the activities of employees and independent contractors.

    13. Represents the ICAHN organization and speaks on behalf of the ICAHN Board as appropriate.

    14. Develops and fosters partnership with the Illinois Hospital Association, Illinois Department of Public Health, universities, healthcare organization and others as part of supporting members and advancing rural health.

    15. Stays abreast of rural health issues and keeps members informed of regulations and legislation.

    Performs all other duties as assigned by the Board of Directors
